Prince Law Offices, P.C. practices the following areas of law related to utilities, energy, and communications:
Energy
- Electric
- Natural Gas
- Renewable and Alternative Energy
Regulation of energy markets has changed dramatically over the past few years, as the natural gas and electricity markets have “deregulated” and evolved and competition has matured. We have been active in proceedings in Pennsylvania and at the Federal Energy Regulatory Commission (FERC) that have shaped the current market structures and rules. We represent clients in virtually all industry sectors, from incumbent utilities to end-users in proceedings before the Pennsylvania Public Utility Commission (PaPUC) and FERC in energy matters. Our regulatory practice covers all legal aspects of energy, electric, gas, wind, solar, and other renewable and alternative energy. We assist such clients with real estate, zoning, land use, building permits, easement and rights of way, condemnation, ratemaking, mergers and acquisitions, financing, securities registrations, billing, customer complaints, taxes, wells, electric transmission lines, substations, CHP, smart meters, commercial scale wind farms, solar facilities, pipelines, and more. Our regulatory practice covers all legal aspects of electric, gas, and renewable energy operations and project development.

Marcellus Shale and Utica Shale
The Marcellus Shale and Utica Shale natural gas development in Pennsylvania has been described as a source of clean-burning energy that can create hundreds of thousands of jobs while producing the equivalent of billions of gallons of oil. We have been involved since the inception of the Marcellus Shale development in Pennsylvania, providing legal advice and representation to various industry stakeholders, including midstream/gatherer pipeline companies, water suppliers and wastewater treatment providers, and property owners as they take part in the development of this significant energy supply. We have also combined our experience with natural gas contracting, real estate, land use and zoning, condemnation, water and wastewater, PUC and DEP permitting, electric transmission line siting and development, gas pipeline siting and development, contracting, financing, and more to help develop and finance natural gas powered combined cycle electric generation stations to power thousands of homes and businesses with reliable electricity from clean burning local natural gas and add billions of dollars to the regional economy.
Mergers & Acquisitions
Prince Law Offices, P.C. has experience representing acquiring and acquired companies in Pennsylvania and in litigated Pennsylvania Public Utility Commission (PaPUC) certification and rate proceedings, as well as providing due diligence analysis and advice related to mergers and acquisitions. We are familiar not only with the contracting, but also with forums such as the PaPUC, courts of common pleas, the Commonwealth Court of Pennsylvania, and the Supreme Court of Pennsylvania.
Communications and Radio
The communications industry continues to evolve as new services and methods of communication are developed. As required by the Telecommunications Act of 1996 and Chapter 30 of the Pennsylvania Public Utility Code, telephone and cable companies are now providing a variety of broadband services to customers. We have experience with the Federal Communications Commission (FCC) and represent clients in wired and wireless including personal (GMRS, FRS, CB, amateur radio) and business two-way radio communications systems, licensing, and notices of apparent liability from the FCC. We also represent ham (amateur) radio operators with zoning, land use, homeowners associations (HOAs), and the FCC. We have built a solid reputation in the communications industry by keeping abreast of developing technology, understanding how that technology will affect the provision of communications services, and assisting our clients in addressing the evolving regulatory landscape. We are familiar with Voice over Internet Protocol (VoIP), fiber optic studies, grants, RFPs, approvals, and installation support, DSL, analog and digital radio and more.
Our Attorney Jeffrey A. Franklin is a volunteer counsel with the American Radio Relay League (ARRL) and a FCC licensed ham radio operator.
